In a Disaster, IF and WHEN available, the trained professional emergency response teams of OEM, NYPD, FDNY, EMS, the hospitals, the US Army, and other agencies, who are best trained and equipped to handle emergencies, should be utilized as they are the PRIMARY RESPONDERS to an emergency. However following a catastrophic disaster, many residents in the community may be on their own for a period of time, because of many possibilities including lost communications, impassable roadways or access, or sheer numbers of casualties, and many other scenarios. Because emergency services personnel will not be able to help everyone immediately, volunteers and residents can make a difference by using training from the CERT Program to save lives and protect property.
